MOORHEAD, MN (iNewZ.TV) A Moorhead, Minnesota has been charged with 1st Degree Arson after he called 9-1-1 Sunday morning and stated he’s intentionally started his apartment in the High Rise on fire. Maurice Garrett stated he was trying to scare off a man in his apartment.
