Doug Burgum on Wednesday presented North Dakota’s highest citizen honor to the state’s first Olympic gold medal winners, officially inducting twin sisters and hockey stars Monique Lamoureux-Morando and Jocelyne Lamoureux-Davidson into the Theodore Roosevelt Rough Rider Hall of Fame.
